This is a living document. Outside the on-chain facts and the one target date (the Handshake live around August 3rd, 2026 — a target, not a promise; the audit is the real gate), the policy is shaped by the band — changed only in the open, announced, and versioned. Say your piece in the camp.
The Treasury described below is the fee-funded multisig war chest. It does not exist yet. Today we are pre-multisig: the community wallet currently lives on fomo.family, and every wallet the team holds is disclosed.
While we bootstrap toward the multisig, one honest exception to the never-sell rule applies — and only here:
The treasury is a 3-of-5 multisig held by elected members of the Council of the Oak — active, long-standing community members with published (doxxed or reputation-staked) identities, geographically spread. No single person can move a token. No two people can, either.

The treasury will: publish every address; announce every movement; hold allied bags as promised; deepen $MERRYMEN liquidity; fund work.
The treasury won't: sell $MERRYMEN (the multisig Treasury, once live, never sells — the only exception is the pre-multisig bootstrap above, which closes the day the multisig opens); pay for shilling, engagement, or influence; distribute profits to anyone; hold anything the community didn't vote for or the policy doesn't name.
An idea raised by early holders, recorded here so the camp can weigh in: a set of public, labelled wallets, each holding ~2% of supply, each with one clear job. Marked proposed — nothing here is committed until the band agrees.

Open question for the camp — funding. Supply is fully circulating (no team bag exists to earmark), so these wallets would be filled either by a transparent community buy now, or over time from the Treasury's retained, never-sold $MERRYMEN (the half of fees the war chest keeps). That choice is the band's to make.
This policy is the Phase 1–2 bridge. At Phase 3 the Sherwood Vault takes the treasury's mechanical core on-chain — votes queue swaps behind a public timelock, executable by anyone — and "trust the five" retires in favor of "verify the contract."
